The present Special Class to which

the petitioners take exception, and which

seems to fulfil no useful purpose would be

abolished.

One of the petitioners complaints

is that the proportion of posts in the upper

classes of the Service is too small, and this

they consider to be a contributary reason why

51.8% of the present officers are on the

maximum pay of their class. Under his new

scheme the Governor proposes provisionally the

following proportions on the basis of the

present establishment:

As far as I can judge this

apportionment seems reasonable enough.

Enclosure 4 to the despatch is an

estimate of the additional expenditure involved

by the creation of the new long scale in Class II.

The total cost over a period of 16 years is

estimated to be about $1,541,750, whilst the

average annual cost over this period is just

under $100,000, a considerable sum for Hong Kong.

To offset this large additional

expenditure the Governor recommends the

withdrawal
